Victory Junction is a year-round camp facility that provides fully accessible on-site and off-site programming for children with complex medical conditions at no cost to their families. Victory Junction’s adaptive, intentional programming includes summer camp, family weekends, day programs, equine therapy, pediatric patient outreach, and partner programs. By removing all barriers, Victory Junction welcomes children with serious illnesses and chronic medical conditions to experience camp fun, all in a medically-safe environment. Victory Junction is a member of SeriousFun Children’s Network and is accredited by the American Camp Association.
Job Description
The Human Resources Manager is responsible for leading and managing all human resource functions, supporting overall organizational goals and mission. This role is key in shaping our culture, developing HR strategies, and ensuring compliance with employment laws and best practices. This position involves strategic planning as well as hands-on implementation of HR initiatives to support organizational growth and employee satisfaction. This role serves as a vital link between management and employees to ensure a positive, rewarding, and productive work environment.
Essential Duties and Responsibilities

Talent Acquisition & Onboarding
- Collaborate with leadership on staffing strategies
- Lead recruitment processes: job description development, job posting, interviewing, hiring and onboarding
- Develop and implement effective onboarding/offboarding programs
Employee Relations & Engagement
- Act as a trusted resource for employee and leader concerns and conflict resolution
- Develop and implement employee engagement strategies and programs
Performance Management
- Oversee the performance appraisal process and system; support managers with feedback and coaching
- Monitor and enhance employee productivity and development
Policy Development & Compliance
- Create, review, and enforce HR policies in line with legal and organizational standards
- Ensure compliance with labor laws and regulations (e.g., FMLA, FLSA, ADA)
Training & Development
- Identify training needs and coordinate learning & development programs
- Promote a culture of continuous improvement and professional growth
HR Operations
- Oversee compensation and benefit programs and package selection (health, retirement, PTO, etc)
- Manage HRIS systems and maintain accurate employee records
- Handle payroll coordination, benefits administration, and leave management
Cultural & Organizational Development
- Promote diversity, equity, and inclusion across the organization
- Foster a respectful and mission-aligned workplace culture
- Support change management and organizational development initiatives

Education/Experience

- Bachelor’s degree (Human Resources, Business Administration, or related field preferred)
- 5+ years of progressive HR experience, including 2+ years in a managerial role
- Strong knowledge of labor law, HR best practices, and HRIS systems
- Demonstrated excellence in communication skills, both verbal and written
- Ability to work strategically while being hands-on with daily HR functions
- Proven ability to maintain confidentiality and build trust at all levels
- Proficient in Excel, Word, and Microsoft Office
Preferred Qualifications

- Master’s degree or HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR)
- Proficiency in payroll/hr software, such as Paylocity
